Climate change impact assessment
The purpose of this assessment is to help us understand the likely impacts of our decisions on the environment of North Yorkshire and on our aspiration to achieve net carbon neutrality by 2030, or as close to that date as possible. The intention is to mitigate negative effects and identify projects which will have positive effects.
This document should be completed in consultation with the supporting guidance. The final document will be published as part of the decision making process and should be written in Plain English.

What impact will this proposal have on council budgets? Will it be cost neutral, have increased cost or reduce costs?
The Studio 2 redevelopment project’s specific outcomes are aligned with and directly supports NYC and service programme long term objectives with the implementation of new commercial provision to meet market demands. This project will ensure HCC can deliver a diverse range of rental options for a wider scope of convention both in North Yorkshire, regionally and nationally, increasing revenue for the service. These upgrades will deliver the following benefits: · Increase income and maximise the potential of the asset and service. · Optimise the asset against investment. · Enhanced customer experience and service delivery to meet market demands. · To increase lettings revenue to the centre by creating flexible breakout conference rooms in studio 2 · Increased financial sustainability of the venue – additional income generation · Improve delegate flow and access to Studio 2 · To reduce the ongoing rise in energy costs by including any improvements for energy efficiency as part of the works · Where possible improve disability access compliance to Studio 2

The proposal shall utilise modern M&E which will mitigate any increase in emission as a result of increased occupancy. Increased occupancy shall see additional people travelling to the local area, with Harrogate being situated on a train line with good access to Leeds / York and beyond and people are likely to utilise public transport, which will help to reduce any impact associated with additional travel to events.
